Of Alexandria, Virginia passed away peacefully as a result of cholangiocarcinoma, at age 80.

Born on April 2, 1945  Jack grew up in Herndon, Virginia. He had strength, focus, and perseverance, which he tested frequently on long bicycle rides, fishing, and with his love of the Washington Commanders, to whom he built a small historic shrine. Jack graduated Herndon High School in ’63, playing Football and Basketball. After graduation he joined the Navy, attaining the Electronics Technician 2nd class. He left the Navy to work in telecommunications, beginning at Bell Atlantic and retiring after 32 years with Verizon. Jack stayed very active cycling, and for over 15 years raised money and rode in the Tour de Cure.

He is survived by his son Ross Downer, his siblings, and many nieces and nephews. Jack was preceded in death by his wife, Valerie Andrews Downer.

There will be a service for Jack on Thursday, December 18, 2025 at Herndon United Methodist Church, 701 Bennett Street, Herndon, Virginia at 11 am with a reception afterward. All are welcome to attend and share their memories.

    It was upsetting to learn of Jack’s passing. You have my deepest condolences.

    Ross, I was glad to hear you had that special time together when you went to Hawaii. He was well liked and will be missed.

    Our memories are ours to keep and I have many as you do.

  2. I worked with Jack for about 15 years at Bell Atlantic/ Verizon. He was well liked by his co-workers and friends. RIP my friend

  3. Coochie and I spent lots of time with Jack in our garage. For many early years he lived across the street from us. He was very entertaining and fun. He was well liked and will be missed. It’s nice that Ross and his dad got to spend lots of special times together. Jack loved to talk about their times together. Life is to short. My condolences to Ross and the rest of the family.

  4. Jack was a monumental part of my life for years. I cared greatly for him and Val. Many important parts of my life would have never been possible without them. Both of them will always be in my heart and my mind. Jack was a really funny guy. The first time I met him was all smiles. I fondly remember hiking with him and Ross in Zion National Park, and how happy both of them were to be together. Jack truly loved Ross and you could tell. May Jack rest in a place filled with many bikes.

  5. I worked with Jack at Verizon in Engineering and enjoyed hearing about his experiences after retirement. It was a shock to hear of his passing. My deepest sympathies to his beloved family!
